LAHORE: Justice Muhamamd Anwaarul Haq of the Lahore High Court (LHC) Friday admitted for regular hearing a petition challenging the out-of-turn promotions in the high court establishment.
The court sought a detailed report from the LHC’s registrar until May 30 on steps taken for the implementation of the Supreme Court (SC) judgement against out-of-turn promotions in the high court establishment.
Akmal Khan, deputy registrar (civil), had moved the petition. Counsel for the petitioner counsel said that the former chief justices “through their powers appointed officials in relaxation of rules while several others had also been promoted”. He submitted that on the previous hearing, the court had ordered the registrar office to hand over the record of “under question appointments and promotions” to the petitioner but the office did not comply with the court’s orders.
He pointed out that the SC in its judgement had declared out-of-turn appointments and promotions unlawful. He said that the judgment of the SC was yet to be implemented.
He said that Akmal was not given promotion even after 24 years of his service. He alleged that some other officials were promoted, who had earlier been appointed under Rule 26.
He also alleged that appointments under Rule 26 were out-of-turn appointments. He requested the court to declare all out-of-turn appointments and promotions null and void.
